The Animal Shelter Volunteers of Texas (ASVT) is pleased to offer a limited number of vouchers to low income community members to subsidize the cost to spay or neuter their pets. Surgeries are scheduled and performed at Texas Litter Control (TLC), a nonprofit high quality, low cost veterinary clinic. TLC has three surgery locations in upper Harris County:

- $55.00 - All Cats
- $75.00 - Small-sized Dogs (Weight not to exceed 25 lbs)
- $95.00 - Medium-sized Dogs (Weight range 25 to 99 lbs)
- $145.00 - Large-sized Dog (Weight range 100 to 114 lbs)
- If you have multiple pets, please ask about a possible discount.
When your application and Program fee are received by ASVT:
- ASVT will text you to schedule the surgery based on your preferences.
- DO NOT make an online appointment on Texas Litter Control's website.
- ASVT will email a Spay/Neuter Voucher to you. The voucher MUST be brought to the appointment or you will be charged for the entire amount of the appointment. No exceptions.
- Texas Litter Control will email appointment confirmations, reminders and online check-in forms to you.
- If you need to cancel or reschedule, please notify ASVT within 3 days of your appointment.
- If you fail to cancel your appointment without proper notice or you need us to reschedule your appointment more than once, you will be disqualified from our program with no refund of the fee paid.
The ASVT Voucher Program pays for the following at the surgery appointment:
- A basic vet exam
- Spay or neuter surgery
- 24-hour pain management injection
- For Female pets only: 2 days of take home pain medication
- A microchip with lifetime basic registration
- An E-collar (if desired)
- A rabies vaccination (if needed)
Surgeries are scheduled and performed at Texas Litter Control (TLC), a nonprofit high quality, low cost veterinary clinic. TLC has three surgery locations in upper Harris County:

- Humble - 19333 Eastex Fwy #230, Humble TX 77338
- Pregnant or in heat
- Weighing more than 115 lbs
- 6 years of age or older
- Heart problems
- Upper respiratory illness
- Skin conditions such as mange
- Previous abdominal surgeries (c-sections)

- Kittens must weigh 3.0 lbs and be at least 12 weeks of age on the date of surgery.
- Puppies must weigh 6.0 lbs and be at least 12 weeks of age on the date of surgery.
- For small dogs that will not weigh over 6.0 lbs, they must be over 6 months old.
- The Tomball location does not accept dogs that weigh over 99 lbs.
- Texas Litter Control will not provide services to dogs who act aggressively toward Texas Litter Control staff or other pets in the clinic.
- Check In times are staggered between 7:00 and 7:45 am.
- You must be in line no later than 8:00 am.
- YOU WILL BE WAITING IN LINE.
- Cats must be in a carrier or a live trap. ONE cat per carrier/trap.
- Dogs must be on a leash.
- Check Out Time: Starts at 5:00 pm and no later than 6:00 pm.
- Vaccinations other than rabies
- Flea or intestinal worm preventives,
- Tests for Heart Worm disease (dogs) or FIV/FeLV (cats)
- Please note that if fleas are observed during your pet's appointment, they will be given a Capstar and you will be charged
